This class can delay the access to Twitter API when the rate limit is exceeded.

It can query the Twitter API to check if the number of calls done so far exceeded the limit.

The class can wait for a given period to give more time for the application to be able to access the Twitter API.

Number 3		 The Twitter API lets applications access it as many times as necessary within a given limit. Once that limit is exceeded, the application may not access the API again for a while.

This class avoids the problem of stopping an application due to excessive Twitter API accesses by waiting for a while when the limit is reached.
